so that:
Each pay level in DEEWR represents the best of all the current CA and AWA levels
Bonuses rolled into your salary – so they are guaranteed income
Everyone – even those on the top pay level – get an annual pay rise
Separate pay scales for key labor markets such as lawyers and IT workers
