NGA: CPSU bargaining for a good collective agreement
6 June 2008, 12:12pm
CPSU acknowledges the working groups for their efforts and contribution to the CA process. Plenty of ideas have now been put forward; both CPSU and management are now reviewing and drafting their positions.
CPSU now needs members to approve the union claim so we can represent your views to management.
What's in the union claim?
In every CA bargaining campaign, CPSU and union members will be campaigning for pay and conditions, such as:
5% per annum pay rises
15.4% employer superannuation contribution
dispute settlement with AIRC arbitration
employee representation and consultation
genuine choice in workplace agreement making
no increases to hours of work
access to work / life balance
fair redundancy provisions
occupational health and safety
and staff have suggested the following;
Study leave: Leave for certain studies (current clause 105) increased to 5 hours paid leave per week
Broadbanding: agreed target percentage for number of positions to be broadbanded each year (control room)
Healthy employeesprogram activities
introduction to and promotion of Tai Chi, Yoga, Meditation and/or other relaxation or physical fitness activities
Influenza vaccinations
Blood pressure testing
And outstanding security issues
What’s in management’s claim?
After the final reports from the working groups, management has now presented their claim;
Flextime: Remove provision to accrue up to 75 hours flex annually and convert to rec leave. Replace with provision to cash out up to 25 hours flex on cessation.
Reduction of hours for 38 hour week: Staff to 37.5 hours ie from 8 to 7.30 hours daily. This affects Security, shop, workshop, but greatest effect is on Security.
Adopt PS Act forms of employment ie ongoing casual, fixed and specified term. CPSU wants some limitations on fixed and specified term.
Reduce the number of sick days without a certificate from 10 to 8 per annum.
Part of pay rise conditional on performance assessment as per current CA.
Membership matters
From CPSU experience, we know we can win fair agreements. All that is needed is a strong and active member support in the workplace.
To achieve a good bargaining outcome, we will continue to rely on union members and an active participation.
