AUSTRAC bargaining update

CPSU and staff reps are currently working with management on the drafting phase of the collective agreement process.

We have raised a number of issues about the current draft with management, including the need for defining the six hour International flight time by total time travelled rather than lengths of individual legs, limiting the ability of managers to roll over EOIs beyond the initial six month threshold and establishing a process for salary advancement within work value level. We are hopeful we will receive an adequate response shortly.

There has been some confusion about current redundancy entitlements and what is being proposed by management for the new collective agreement. To clarify, we have set out the voluntary redundancy processes and entitlements below. If you have any questions or concerns, please contact your CPSU organiser or staff representative.

Current certified agreement

  1. Agency makes offer of voluntary redundancy – employee has 20 days to consider the offer. This 20 day period is the 4 week notice period (5 weeks for employees over 45 years of age with at least 5 years continuous service).
  2. Severance benefit of 9 weeks salary plus 2 weeks for every completed year of service.
  3. Employee may elect to work out notice period or shorten it and take payment for unexpired period of notice.

Voluntary redundancy package

  • 4 weeks notice + 9 weeks salary + 2 weeks per completed year of service

  • 5 weeks notice (over 45 years old with 5 years continuous service) + 9 weeks salary + 2 weeks per completed year of service

Proposal for new collective agreement

  1. Consultation/discussion period: agency and affected employee(s) discuss potentially excess staffing situation(s). This period cannot be cashed out.
  2. Consideration period of one month – agency declares employee excess. Agency may make voluntary redundancy offer. The employee has one month to consider voluntary redundancy. Employee may elect to shorten that period and receive payment in lieu of unexpired portion of consideration period.
  3. Severance benefit of 2 weeks per completed year of service and a pro rata payment for completed months of service since last completed year.
  4. Notice period of 4 weeks (or 5 weeks for employees over 45 years of age with 5 years continuous service).

Voluntary Redundancy package

  • 1 month consideration + 4 weeks notice + 2 weeks per completed year of service

  • 1 month consideration + 5 weeks notice (over 45 years old with 5 years continuous service) + 2 weeks per completed year of service
